hm, I don't know of a list as reference. A good location are the archives to see if language x is available in version y. Or since 4.0 the download scripting.
But a specific and complete list to see everything with one view is IMHO not existing.
2. If a version is available in a language, is it available for all platforms? For example OpenOffice x.x.x Hungarian is downloadable for Linux, Mac and Windows always?
Yes, the Release Manager is making sure that the to be released languages are available for all platforms and that build data (e.g., SVN revision and build ID) is always the same for all platforms and languages.
