windows 2000 /Ipsec

Hello,
I just tried to configure an l2tp/ipsec connection with an windows 2000 SP2 client. Importing certificates works as described on http://www.jacco2.dds.nl/networking/win2000xp-freeswan.html. Unfortunately my Properties window which should look like

has no button for Ipsec Settings :-(
What has to be done, to make this button available?
