rp-l2tp must know ahead of time the IP address of the peer.  It does
not work in a "road warrior" mode, unfortunately.
Is this also true in case we have roadwarriors, which are authenticated by radius and radius provides an ipaddress out of a pool?

If your peer is always coming from a fixed IP address, just add
the appropriate "section peer" section.

It would not be too hard to add road-warrior support, but
unfortunately, I don't have time to do it.  I'm still looking for
someone to take over rp-l2tp from me...
