Check if your setup is ending up with the traffic to get to the other end of the L2TP tunnel (ie, the l2tp encapsulated traffic) being routed over the tunnel itself. That would end up with an endless routing loop, and consequently interrupt the connectivity between the LAC and LNS, resulting in the timeout you're seeing.
