Do you think running a Radius server and using the ppp radius plugin would be 
overkill? YOur setting sounds quite professional, so maybe this is to be considered. 
IP address handling, authentication and accounting will all be the Radius server'S 
responsibility.

For me, l2tpd and ppp with the radius plugin works nicely, althought the l2tpd 
configuration get a bit inconsistent. (For example, you still need to specify an IP 
range in the l2tpd.conf file, although IP addresses will be allocated through the 
plugin connecting the Radius server. Otherwise you get an error message...)
