That may refer only to local within given AS LSP hierarchy for example using RFC3107 for external PE loopbacks distribution rather then injecting them to the local IGP. Note that that non of those concerns apply when you use IP encapsulation between PEs what is the preferred encapsulation anyway in the data center environments when tenants need to extend their VPNs across WAN.
