One area where it would perhaps make a difference for SDN is in the case of 
merging two SDN controlled regions. Global identifiers (for anything) that 
overlap between the two SDN regions that must then be merged/deconflicted would 
be tricky to deal with.

The SDN (centralized) approach makes allocation of global IDs easier. However, 
Xiaohu asked a data plane question. Local IDs are much easier for the data 
plane.

BTW, I am not in favor of centralizing everything.
