Hi all,

Major changes sine -02 version:

1) Add a dedicated section to declare the limitations associated with the 
approach defined in this doc, e.g., non-support of non-IP, non-support of 
broadcast and link-local multicast, TTL and Traceroute.

2) ARP/ND proxy behavior is slightly changed.

3) Add a new co-author Robert Raszuk.

Thanks for those people who have given comments and suggestions on this draft.
