Inexperienced system administrators want control. Senior system administrators want never to *need* control. KeyKOS tried very hard to be "operatorless". There are certain things you need an administrator for: software install, drive upgrades, and initial account creation. Maybe some policy, but not much. It is not clear that there is any other necessary function for a system administrator.
