TurtleRock only was involved with L4D1, and sometime before it went on
sale, TRS was merged with Valve and didn't exist anymore. Valve did the
L4D2 along with original TurtleRock employees. Sometime after L4D2 the
studio was reformed by the original founder Mike Booth who didn't want
to move into Seattle and got the name back from Valve. TRS still exists
and is working with the game Evolve.
That being said, L4D3 was mentioned among the leaked images from Valve
office while some Dota2 players visited Valve and took images
accidentally from some insider messageboard at Valve. Nothing is being
heard since except the swamp fever finale level redone with Source2
engine. Basically you can be sure that L4D3 will run Source2 if it ever
will be released.

In related news many of the people that worked at turtle rock started a new
company and their first game was the cover article in game informer a month or
two ago, gameplay seemed very similar to L4D.

This is almost the exact discussion I was in when Alien Swarm was
released and people didn't play custom campaigns. Then without valve
updates they stopped playing it all together. It's difficult to get a
good
team of players and ones that know the maps and even harder to get them
to
play that long. That's why people stick to stock campaigns -everyone
knows
the maps.
