Legal, Social  & Economic Problems & Prospects

This program will bring together four experts on immigration policy in  order 
to flesh out and consider the implications of President Bushâs proposed  
immigration reforms, in particular his guest worker program, which would offer  
not only temporary legal status to foreign workers who can find willing 
American 
 employers to employ them, but also legal status to those undocumented 
workers  already present in the United States.   

The  ramifications of enacting President Bushâs program will undoubtedly have 
a  substantial impact on southern California due to its large immigrant 
population  and proximity to the Mexican border. The three speakers are  from a 
variety  of backgrounds and, as such, the discussion will touch on not only the 
legal  aspects of the guest worker program, but also the social, economic, and  
philosophical questions being raised by the proposed program and, more  
generally, immigration reform in the post 9/11 era.

Speakers will include:
Michele  Waslin, Director of Immigration Policy Research, National Council of 
La Raza,  Washington, D.C Victor Narro, Director of the UCLA Downtown Labor 
Center and  former Co-Executive Director of Sweatshop Watch Ira Mehlman, Media 
Director,  Federation for American Immigration Reform Professor Phillip 
Martin, UC Davis  School of Agricultural Economics [invited but not  confirmed]
