  LATINO CIVIL RTS GROUP SEEKS
  DIALOGUE ON LATINO-VIETNAMESE RELATIONS

In the wake of revelations that a staffer for a Vietnamese –
American candidate attempted to intimidate Hispanic voters in Orange County
with a mailer threatening even legal immigrant citizens with prosecution for
voting, Angel Luevano, state director of the California League of United Latin
American Citizens is calling for a statewide dialogue between Latino and
Vietnamese American organizations.

“As immigrants and the children of immigrants we first say to our
Vietnamese hermanos y hermanas, ‘Welcome, Welcome, emigrante,’ in the great
tradition of that song,” said Luevano. “To insure that we all feel welcome in
America, and to avoid the friction that frequently is a by-product of cultural
pluralism, we need to sit down and talk to iron out problems between our
communities.”

For the past year, LULAC has been tackling another case involving
Vietnamese – Latino friction in San Jose, where a hearing is scheduled October
20, 2006 before Federal Judge Jeremy Fogel in a case where a Vietnamese manager
in the Santa Clara Department of Mental Health is accused of segregating Latino
employees from their Vietnamese co-workers and discriminating against the
Latinos by giving them significantly higher workloads. LULAC investigators have
since learned that the manager in question had a history of criminal
convictions including annoying or molesting a child, failure to register as a
sex offender, and giving false information to a police officer.

Luevano also called for a series of actions to prevent further
violations of the rights of immigrant citizens, including:

Demanding that the Republican candidate running against Rep. Loretta
Sanchez, whose staffer sent the intimidation letter, immediately send out a
letter apologizing to the affected voters at his own expense;
Calling upon Rep. Sanchez to seek an amendment to 18 USC 1341 to criminalize
fraudulent threats of prosecution sent by United States mail
Calling for the California legislature to amend the Ralph and Bane Civil
Rights Acts to include legal liability for false and malicious threats of
prosecution.

O.C. Hospital Whistleblower Case Set for Trial October 23, 2006

A former Director of Perinatal Services for Anaheim General
Hospital, Irene Thibault, is set to go to trial against her former employer on
October 23, 2006 at Orange County Superior Court with allegations of
retaliatory firing for blowing the whistle on doctors injuring newborn babies.

According to the complaint filed in Case No. O5CC09883, Thibault
is charging that she forwarded written reports to the hospital administration
alleging amongst other things, that a doctor cut open babies’ faces with a
scalpel during delivery. According to the court documents on or about
September 7, 2004, Thibeault complained to the Chief Executive Officer (“CEO”)
Josh Luke of the HOSPITAL, regarding the doctors’ injuries to newborn babies
and that she further informed the CEO that she would forward the incident
reports to defendants’ Quality Risk Management department.

Following these reports, the suit contends that Luke “instructed
plaintiff to destroy the incident reports rather than submit them to
defendants’ Quality Risk Management department” and that Thibeault was fired
when she refused.

The trial on the case will commence in Department C-12 at the
Santa Ana courthouse.
