Demonstrate Thursday, Nov. 20, 2008, 4:00 p.m. State of Michigan Building, Detroit (Formerly the GM Building) 3026 West Grand Boulevard Demand Governor Granholm Declare a State of Emergency in Michigan and Issue an Executive Order for an Immediate Moratorium to Stop All Foreclosures, Evictions and Utility Shut-offs On Nov. 6, Gov. Granholm finally saw the light. After denying for the past one and a half years the existence of a state of economic emergency in Michigan, and opposing demands for a Moratorium on Foreclosures in the state, the Governor seems to have reversed her course. In a statement issued publicly on Nov. 6, Gov. Granholm for the first time acknowledged the economic disaster that has hit our state and came out in support of a freeze or moratorium on foreclosures. We welcome this reversal by the Governor, and only wish that she had called for action earlier so the tens of thousands who lost their homes and faced foreclosure in the last one and a half years could have been spared. BUT, in the Governor's state of emergency measures, while she announced she would use her executive powers to order a $150 million gift to the banks, she only called on the state legislature to enact the foreclosure moratorium. In fact, the legislature has sat on bills for a Moratorium on Foreclosures for over six months now, including Senate Bill 1306 for a two-year moratorium. Three separate Michigan statutes, MCL 10.31, et. seq., MCL 10.81 and 30.401, et. seq., mandate that the Governor declare a State of Emergency during periods of crisis, natural or man-made, and provide special powers to meet the crisis. We are demanding that Gov. Granholm utilize her emergency powers and issue executive orders immediately imposing an EMERGENCY MORATORIUM ON ALL FORECLOSURES, Evictions and Utility Shut-offs IN MICHIGAN. We can't wait for the legislature to act! Gov. Granholm has the power to halt foreclosures, evictions and utility shut-offs in Michigan with a flick of her pen. It is past time to relieve the suffering-she must act now! These measures won't cost the state a dime and will provide immediate relief to tens of thousands of people in Michigan trying to survive, especially as winter comes. With a declaration of a State of Emergency in Michigan, the Governor could also apply to newly-elected President Obama for funds to put the people of Michigan back to work, rebuilding the homes that have been vandalized after they were abandoned due to foreclosure.
