U.S. conducts 1st subcritical  nuclear test under Obama

conducted a  subcritical nuclear test Sept. 15 in a 
Nevada underground test site, marking the  first such experiment since 
President 
Barack Obama took office in January 2009,  the U.S. Energy Department said 
Tuesday. 
The experiment, which did not entail a chain reaction that would create a  
nuclear explosion, was the 24th subcritical test the country has conducted 
since  1997, and the first one since August 2006 under the administration of 
_President George W. Bush_

Anti-nuke groups have blasted subcritical tests for going against the 
spirit  of the 1996 Comprehensive Test Ban Treaty on nuclear arms. Washington 
has 
not  ratified it and says it does not prohibit nuclear experiments that do 
not  accompany nuclear explosions. 
The United States suspended underground nuclear explosion tests in 1992. 
The National Nuclear Security Administration under the Energy Department  
defended the latest test as necessary to obtain data to maintain the 
reliability  of the U.S nuclear arsenal and ensure its safety from the 
standpoint of

The test, dubbed Bacchus, was conducted at a vault some 300 meters below 
the  earth's surface by scientists from the New Mexico-based Los Alamos 
National  Laboratory, known for coordinating the wartime Manhattan Project to 
develop the  first nuclear weapon, the NNSA said. 
The scientists bombarded plutonium with conventional explosives to see how  
the substance reacted without hiking the quantity of the substance to 
critical  mass, the point at which a self-sustaining nuclear chain fission 
reaction  occurs, and the test was a success, it said. 
Bacchus is the first of three planned subcritical tests, with the remaining 
 two to take place in the first and second quarters of the U.S. fiscal year 
from  October 2010 through September 2011. 
Washington has argued that subcritical tests are not banned under the CTBT 
on  the grounds that they do not create a nuclear explosion.

A-bomb survivors outraged at Obama over  subcritical nuclear test

Victims of atomic bombings expressed their disappointment at U.S. President 
 Barack Obama after his administration carried out its first subcritical 
nuclear  test last month. 
"In a word, we feel betrayed. We strongly object to any kind of nuclear  
testing by any government for any cause, and it was unacceptable," said Sunao  
Tsuboi, 85, chairman of the Hiroshima Prefectural Confederation of A-bomb  
Sufferers Organizations. 
Haruko Moritaki, 71, co-director of the Hiroshima Alliance for Nuclear  
Weapons Abolition (HANWA), also criticized Obama, saying, "It was a sign that  
the U.S. government is poised to maintain its nuclear development and 
capability  while advocating a world without nuclear weapons. Such a 
contradiction 
is  unforgivable. Furthermore, his approach can give countries like India, 
Pakistan,  Israel and North Korea an excuse to hold onto their nuclear 
arsenals." 
Sumiteru Taniguchi, the 81-year-old chairman of the Nagasaki Atomic Bomb  
Survivors Council, did not hide his anger with Obama, saying, "He was even  
awarded the Nobel Peace Prize. What was that all about? How will the U.S.  
government apologize to A-bomb survivors?" 
Taniguchi visited New York earlier in May and called for the abolition of  
nuclear weapons during the review conference of the Parties to the Treaty on 
the  Non-Proliferation of Nuclear Weapons. 
Sakue Shimohira, 75, who visited New York along with Taniguchi, is also  
disappointed. 
"Victims of nuclear weapons will continue to suffer until their dying 
breath.  We must tell the grim truth about the bombings to the next 
generation," 
she  said. 
Meanwhile, Taeko Hirano, an organizing committee member for the Nagasaki  
Global Citizens' Assembly for the Elimination of Nuclear Weapons, is keeping 
her  hopes up. 
"It is difficult for the president to lead the military and the defense  
industry immediately, and he is in a tough situation, too. Still, his remarks  
about seeking a world without nuclear weapons have great significance. 
Despite  this inconsistency, the U.S. government is certainly getting closer to 
its  ideal," Hirano  said.
