California Senate Leader Sets So-Called CEQA Reform Bill Aside

Darrell Steinberg, leader of the California State 
Senate, yesterday announced that the last-minute 
bill intended to reform CEQA (SB 317) will not 
move forward this legislative session. CEQA is 
the California Environmental Quality Act.

Steinberg’s action comes after environmental 
leaders took a good look at the legislation and 
identified just how sweeping the bill was, 
including some of its significant consequences.

If you responded to our Action ALERT (LA 
Neighbors United Newsletter, August 22, 2012), 
thank you. The collective effort culminated with good effect.

LA Neighbors United supports constructive CEQA 
reform, including a reasonable tiering system for 
environmental review, and additional changes to 
clarify that CEQA cannot be used to stop by-right development.

LA Neighbors United reiterates its support for:

• Updating the city’s General Plan framework
• Updating Community Plans on a regular schedule, 
recognizing that some Community Plans may require only slight modifications
• Updating the city’s zoning code in a comprehensive manner

• A system of transferable development rights 
that allows capacity to be moved around within 
Community Plan areas, particularly if the system 
allows small property owners to participate, and 
encourages conservation easements to preserve 
quality older buildings in established 
neighborhoods and create parks in underserved areas

“A modern city cannot operate with 25-year-old 
plans any more than it can attract private 
investment with broken down public 
infrastructure,” says LA Neighbors United Founder 
Cary Brazeman. “Reasonable people can disagree 
about what should be in plans, but at the end of 
the day plans need to be maintained in order to 
ensure the integrity and dynamism of Los Angeles.”
