Communities talk amongst each other and help each other, they've not accepted Big Brother as their senior family member. Ever wonder why only certain races are asked for on the Census Bureau? Because those people are communities. One doesn't have to be in an ethnic enclave to be labeled 'a hot zone'. As my Immigrant grandfather said a few times, a Government that is afraid of The People it is suppsoe to be benevolently administering for, CANNOT BE a Government of the people, a Government by the People, much less a Government for the people, as We The People should have no fear of ourselves.... but someone is afraid of us, and it isn't some invisible boogeyman in some nation you've never visited.
