I would closely supervise his play. Rocks are going to wear his teeth and he might swallow a small one. He is your puppy. Find something he likes as much as a rock and trade him for the rock. He will outgrow this if you persevere.

Wow.  That seems so limiting to keep him on a leash, how will he
develop and mature if he is always confined like that.  I'm not
