In practice, most things should end up with pretty much the same performance as in pmtpa except for databases which should be noticably faster (tools-db because it now lives on physical hardware, and the replicas because they are now a few meters away instead of .026 light-seconds away). What the move will give us, OTOH, is increased reliability (especially the web services), and more capacity (as some of the hardware from tampa is going to be moved to and added to the eqiad infrastructure). The new tools infrastructure also has been configured with a number of "lessons learned" from tampa; and some things were done a better way behind the scenes.
