I ran into this too - fortunately it was easy to take care of. Coren posted about this a few days ago on this list. Text of his email with steps to resolve are below.

Pelletier <[email protected]> Date: Thu, Mar 6, 2014 at 7:35 AM Subject: [Labs-l] Possible (minor) issue in migration of tools To: Wikimedia Labs <[email protected]> Hello all, There is a minor issue that affects about one tool in ten during migration. If you have successfully run the migrate-tool script in pmtpa, but finish-migration in eqiad returns: sudo: sorry, a password is required to run sudo The tool's maintainer list was not synchronized correctly. The fix is simple: simply go to the wikitech interface to make any change to the list of maintainers (such as add or remove a maintainer) and save the change -- you can undo the modification immediately afterwards. This will make certain that the group is properly updated in LDAP within a few minutes. Once you have done this, logging out of eqiad then logging back in will allow you to proceed with finish-migration. -- Marc On Tue, Mar 11, 2014 at 4:17 PM, P.
