To be clear frack uses essentially the same apt module as production, and
this seems to be the behavior of the production puppet as well. Point
being we should be able to significantly reduce the pain of production
puppet runs with a fairly minor change.

That wouldn't necessarily be bad, but can you explain what problem
you're hoping to fix? As far as I know, virt1000 (the labs
puppetmaster) doesn't have any complaints about load.
