Yes, all the software that we run on labs should be open source
(including tools). If there is a situation that justifies running
proprietary software, then we can discuss that with the Labs admins to
see if it's legal and appropriate. There is a strong preference to
avoid exceptions, as open source code will be easier to run and
maintain long term.
Strictly speaking, do the Terms of use require that all code be
made available to the public?
It's not a strict requirement in the TOU that software is publicly
available. But non-public code may not be appropriate for a few
practical and policy reasons that Tim and Ryan explained well.
