As far as I can tell these issues are unrelated. -05 has all the same
resources as -01 and should serve as a permanent replacement.
In other news, there's been a lot of crazy busy traffic on -05 that most
likely would have crippled -01 as well. We're ongoingly engaging with
this particular problem.

Indeed, apparently puppet doesn't know how to make a submit
host. So, I've moved tools-login back to bastion-02.
I've now declared bastion-05 a submit host and moved traffic back
there. Please let me know if you run into any trouble.
