Yes, we created a new project for wm-bot to run outside of Tool Labs in https://phabricator.wikimedia.org/T157879 and it seems this work is being tracked in https://phabricator.wikimedia.org/T157838. The status of this work is currently in question here https://phabricator.wikimedia.org/T157838#3097074. It may be this is completed, we are not sure.
