As for the Apache Labs bylaws, I, as an ASF committer, hereby request the creation of a lab to be named "agora" that will host the code of agora that is now stored in the committers repository. I will provide the DOAP descriptor (which will be used as the template for future labs) and we can start discussing about what metadata to require there. As a reminder, the bylaws state that a lab needs a lazy consensus vote to be approved and that only PMC members have binding votes.
