I bet that in most of those cases, the one or two people driving the effort (i.e. actually writing the code, versus just being responsible for PMC oversight of the code), would be able to easily make the decision of Labs versus project sandbox for themselves. Maybe even a-priori. I wouldn't impose process on it at this stage, treat it case by case, and see how the first few work out.
