Thinking about it we should have both.
"may change the task " may include linking it to an issue tracker or a resource
tracker.
One can even think of a validateTask implementation that ask per eMail
notification the user to accept the tak. If she does per reply the pending
validation will be checked again.
Brainstorming:
Maybe we need as well a getState() which will return one of
PENDING_STATE = "pending";
RUNNING_STATE="running";
ACCEPTED_STATE="accepted";
DENIED_STATE="denied";
