Since source download is async, and completed downloads may arrive in the
middle of a build, and many of them may arrive in short time cause source
artifacts are often quite small, there should be a sort of delay between when a
download is completed and when the project is modified. Thia way, completion of
one single download will not trigger a rebuild that would be interrupted by the
completion of the next small download and so on. Calibrating this timeout may
be difficult, and would be a magic number anyway, so some kind of heuristic
should be used.
