Yes. For heavy contributors, be sure to get an CLA nevertheless.

The Labs PMC is in charge for all labs.

To make releases and bring in new non-ASF committers, yes.

There are a number of exit strategies: go to another TLP, go to
Incubator, leave ASF territory, shutdown the lab.
