yes we do have a JIRA for Lab, you can find it on
https://issues.apache.org/jira/browse/LABS, and external people are
allowed to provide patches as usual for ASF projects - patches are
welcome! :)

Not in the Lab project, we had a long talking about
releases&committers @Lab and we concluded that this place is not the
right one where releasing software and developing new communities -
there's the Incubator for that - the Lab bylaw is:

"Apache Labs is a place for innovation where committers of the
foundation can experiment with new ideas."

Only existing committers can join the lab, it would be easier if
external people earn committership rights in other projects @ASF and
then join the Labs

If there are people interested on you lab and you feel it's time to
build-up a community around it, the ways are:

 - promoting the lab to the Incubator before joining the TLP; or

 - moving the development efforts under an existing TLP/Incubator,
marking the current Lab as complete.
