in case you intend to make part of the Apache Commons, there would be
the chance of a "simplified" process, because you could join the
commons sandbox first (every ASF committer has the right to access to
it), once the sandbox is ready (under both sides of software and
interested people) you can cut out a release

becoming subproject of bigger one, I agreed on what you said, it does
not expose the project enough.
