The page http://labs.apache.org/bylaws.html describes the process as: "lazy consensus vote (at least three +1 and no -1, 72 hours)" This conflates two types of votes: Lazy consensus / lazy approval and Consensus approval Both of these are consensus votes, i.e. they both fail if there is a single -1 vote. However, "lazy consensus" does not require any +1 votes at all, whereas "consensus approval" requires a minimum of three +1 votes. It's not currently clear whether the original intention was to use lazy approval or consensus approval.
