I have understood (maybe wrongly) that projects entering ASF goes to
incubator, and there are no specific entry rules, but very specific exit
rules of incubator.

That is part of an upcomming proposal for a new homepage. I am at the
moment trying to make a long term statistic showing how LABS have performed
while in existence.

I would like to present updated information on all labs (like time of last
commit), so the PMC group have a tool to manage the labs.

Right now we have a number of labs that should (in my opinion) have had a
close-vote.
