They probably mean a drafting pen, sold under brand names like Rapidograph. It has a reservoir of ink inside and the ink flows down a narrow steel tube. It makes very precise lines and doesn't smear easily, so it's ideal for marking prickings. You can find them at any good art supply stoer.
