My good old dictionary says: "Pavement -- a hard, paved surface, especially
of a public area or thoroughfare."    Then it goes on to add -- "Chiefly
British -- a sidewalk."

Thus, in my part of the USA, pavement usually refers to the road, but it
can be the sidewalk also in some cases.  Pavement is not restricted to
foot traffic or wheeled traffic.  It's a hard surface as opposed to dirt
or gravel roads or paths.
