My good old dictionary says: "Pavement -- a hard, paved surface, especially of a public area or thoroughfare." Then it goes on to add -- "Chiefly British -- a sidewalk." Thus, in my part of the USA, pavement usually refers to the road, but it can be the sidewalk also in some cases. Pavement is not restricted to foot traffic or wheeled traffic.
