It's for French Knitting. I think it's also known as a 'knitting noddy'. We
used to make them from wooden cotton reels with four small nails in place of
the hooks. They also used to be sold in a taller thinner version with a doll
painted in them so the round snake you made went down inside the hat and
came out of the feet.

I think the spring on the side might be to take the tool for making the
stitches. We just used a crochet hook or even a larger nail, but this one
might have originally had its own tool that fitted into the spring when it
wasn't being used.
