The item is a narrow fabric shuttle. Used to make hat bands ribbon and tape, sometimes fancy with pictures or writing on the ribbon. They were used around 1880 - 1910. There were several of the wooden shuttles used in one machine using different colors of thread. They ran along wooden tracts utilizing wooden gears when they intersected. There is a working one at Slaters Mill in R.I., the ribbon has Slaters Mill woven into it.
