I've always understood a dorothy bag to be either a simple bag made by putting a drawstring around a circle of fabric, an inch or so from the top, then tightening the drawstring so you get a pouch with a frill around the top edge and the draw string loops for handles, or a more sophisticated drum-shaped bag but still with a draw string and frill at the top.
