I think you try this option. Put your pointer in the toolbar and right click. Click on Options. Look for a box where you can change the icons to "Small Icons". Select that option.
Close the window. Now move your pointer at the bottom edge of the toolbar until you get a double pointed arrow. Left click and slide the double pointed arrow up ... the tool bar will become smaller from top to bottom and allow you more room for icons because they have now become smaller. Hope that helps.
