I know for sure that at my local public library, one is absolutely
forbidden to advertise a business/employment opportunity via the
community notice boards (I used to do them when working there, and some
people had a very tough time with this rule - don't know why, though, as
the rules were pretty clear.)  The Notice boards are for posters for
community events, such as exhibitions, art shows, bus schedules, and
some free publications.

However, our library district does have a community directory, which is
updated annually, listing local non-profit groups, from social services
type ones to craft ones, and the RMLG has a listing in there, so people
can get a contact for us, via the directory.
