One step was left out:  make the people helplessly
dependent.  The most conspicuous dependency scheme is health
care, and we have gone about making the populace dependent
so cleverly that no-one can see a connection to any
government -- indeed, we are wailing for the federal
government to bail us out of this mess!

What we did was to so structure the tax laws that it was
much cheaper for an employer to provide health care to his
employees than to pay them enough to buy their own health
care.  We started out with insurance against catastrophic
expenses, then sneakily switched to maintenance contracts,
all the while still calling it "insurance".  As soon as
getting your medical care through your employer became
normal, the system adjusted itself, without any extra
trouble, to exclude the "uninsured".

And now we have "insurance" which *doesn't* cover unexpected
events!
