Hi Jane - Yes, this could be part of the problem. I suggest that you find a wooden skewer which would be long enough to reach the bottom of the bottle, and dip it all the way to the bottom. If you reach a spongy mass at the bottom, it may have permanently settled there. Or... it may not be so permanent, but just need a thorough mix - with the skewer as an aid.
This is wonderful stuff, and it's too expensive (in my opinion) to waste! So I'd try stirring it up a bit before giving up.
