CRB checks were launched in 2002 because of public concern about the safety
of children, young people and vulnerable adults, as the police didn't have
the resources to deal with the large number of checks which were having to
be made.
One of the main reasons for the formation of the Criminal Records Bureau was
to reduce the risk of abuse and of organisations being sued for employing
convicted criminals who went on to abuse vulnerable people while working
with them, because there was an increase in the 1990s in claims for
compensation across the UK when organisations were shown to have/suspected
of having failed to make adequate checks.
