There was a report that it had moved onto the M27 motorway, so they had to take it seriously. Their first clue that it was a stuffed toy was that the helicopter's heat detectors didn't pick up any body heat.
If it's found to be a deliberate hoax, and the perpetrators caught, I don't doubt there will be charges.
