They look like thread reels to me, though I haven't seen them in clamp form before. But that wouldn't restrict them to lacemakers - anybody who didn't want to chase a spool across a floor might want one.
One question: what do you think the extra little knob is for? I mean the little ivory knob that is in back of the apparatus that holds the reel of thread.
