It's not a matter that has been "decided upon" by us, but rather imposed on us by the state of the technology and by Majordomo, the software that is used to manage these lists. I am sure that someday we will be able to send pictures that take up only tiny amounts of bandwidth and can be included with ease in digests. Until that time, we have no choice but to stick to text.
As for your observation about this being a visual media form, I disagree. E-mail is essentially text. The Web is much more graphics-oriented, and the two are not synonymous. Why don't you get a free photo album at one of the many sites available and upload your pictures there? That would be a fairly easy solution.
