Pene I think you are right that the fan is actually Duchesse rather than Honiton. The reason I think so is the scroll motif along the fan edge. This is common in Duchesse, but no so common in Honiton. Also the plaits holding the lace together do not look like purl pin bars, but just ordinary 2 pair braids. Also Honiton would use fancy fillings with lots of tallies.
