I'm not sure that this is as bad a situation as it sounds. I spoke at some length with Jonathon Page this summer and he told me that he was simply tired of tourists who came in and looked endlessly at lace but were not interested in buying anything of value. He evidently has always been interested in running a restaurant but intends to continue his work with lace upstairs and is very happy to welcome any true lace collector there.
