Hi Joan - I discovered a really pretty Bucks Garter pattern in Bridget Cook's "Introduction to Bobbin Lace Patterns". It's on page 61, and is made all "of a piece" - with hearts on the scalloped sides and a flower "insertion" in the middle. After you make the lace, you attach it to ribbon, then run elastic through the middle.
I've seen a couple of copies of this book on ebay recently.
