Renee, Nordic Needle sells them for $19.20 (www.nordicneedle.com). If that is still too steep a price, you can make a teneriffe form by making a "sandwich" of 3" circle of cardboard, some layers of felt, and another 3" circle of cardboard. When you've assembled something that looks like a cookie, you cover the whole thing with fabric (the bottom doesn't have to be neat, so you can cut a large circle of fabric and gather it with running stitches at the edge, with the gathers on the underside of the sandwich. You stick the pins around the outside, into the layer of felt.
If you can find a used copy of "The Technique of Teneriffe Lace," by Alexandra Stillwell, on www.abebooks.com, she has pictures for making your own teneriffe forms. You can also use a block of styrofoam, although you will have to draft a circle with angles (so that you know where to stick the pins) on a piece of paper and pin that down first.
