Elizabeth- I made this cap many years ago (and now know a great deal more about what I Should have done!!) I made it in navy blue - as I am white haired, and white lace does not show up!! I wear it when I wear period costume for demonstrations. Working from the top (peak) to the ends of the tails is correct. I know a few of us who made it and we all wound up with too many bobbins in the centre! - , but you must just throw out whenever it gets too 'thick'. You are correct in that some work towards the centre, and later they work from the centre out.
The theory is that you start at the top and work straight down to the bottom. So some things go in to the centre, and some come out from it.
